Can I publish a street view to another Google account using free plan?

Hi, I am not sure, if I can publish a street view through a Google account of my client, using a free plan and paying the 10$ per street view.
If I can, I don't know why the clients Street view account doesn't connect to my GoThru account. I've tried the link and even signing with his Google account to give the permission, but It is still not there.

@kuba-monsport If the link to connect your client account with your GoThru account is not working, ask your client to open Incognito in their browser and access the link like that. It seems that recently there are some issues with linking Street View accounts. (I will have the team investigate and if there are issues on our side we will fix it by tomorrow)
